BRIEF HISTORY AND LOCATION:
The Ghumarwin town came into existence during the year 1971. The town is located on 31 degree 19 minutes North and 76 degree 05 minutes east. The altitude of Ghumarwin Town is about 1800 feet above mean sea level. The Ghumarwin town is about 22 Km away from Bilaspur on the way to Hamirpur. Ghumarwin town is a main business centre of District Bilaspur and it covers most of the population of the District. The population of the town as per census 2001 was 5721. The area of the town is 3.10 Sq.Km. Municipal Council Ghumarwin consists sevens wards named as under:-

1- Baddu Ward 2- Indira 3- Ambedkar 4- Kalyana 5- Bajoha 6- Tikkari 7- Dakrri
Vision :
The Municipal Council Ghumarwin endeavors to render error free services to the residents of the town, like free movement for living, working, shopping places and other allied amenities.
Mission :
  • Urban planning and planning for economic and social development
  • To provide streetlights, pucca path and roads for free movement.
  • To provide parks, recreation centre, town halls, etc., shopping complexes to facilitate the residents of the town
  • To provide good sanitation conditions to the resident as well as visitor.
Clients :
All the residents and visitors of the Municipal area.
Activities/ Functions :
  • Registration of death and birth occurring in the Municipal area.
  • Implementation of schemes, rules and Govt. Policies
  • Construction & maintenance of Pucca street, path and roads.
  • Construction and maintenance of drainage system as per site conditions.
  • Construction of parks recreation centre, town hall etc.
  • Providing streetlight for free movement during night hours.
  • Collection of house tax, shops/stall rent and various taxes/ fees imposed by the Municipal council
  • Preparation and submission of various progress reports and submission of the same to the quarter concerned.
  • Execution of various schemes/ development works in the Municipal area.
  • Registration of marriages
  • Approval of building plans
  • Cleanliness of the town
  • Street lights in the town.
SERVICES :
TO THE URBAN POPULATION:
In order to ensure transparency, accountability and higher standard of public services, the Municipal Council Ghumarwin has prepared following CITIZEN CHARTER ,which helps users to know their rights and make people understand about the organization, its service, how to seek remedy in time-bound schedule.
CITIZEN CHARTER :

1. Inquiry : On Working Day from 10AM to 5PM

2. Water Connection (Maintained by I&PH Department)

3. Sewerage Connection (Maintained by I&PH Department)

4. Sanitation & Solid Waste Management

a.

Cleaning of roads and public places

Every day

b.

Collection and removal of garbage from Municipal rubbish bins

Every day

Collection and removal of garbage from Municipal rubbish bins where quantity is less

Alternately

c.

Collection and removal of garbage

Being lifted regularly

d.

Removal of carcass

Within 12 hours

e.

Lodging of complaint

On complaint register as well as on the Telephone No. 01978-255416

f.

Attending /disposal of complaint

Within 24 hours.



5. Birth and Death Registration

a.

Registration from 1 to 21 days after birth/death

10 AM to 5 PM on any working days

b.

Registration from 22 to 30 days after birth/ death 

late fee Rs. 2/-

c.

Registration from 1 month to 1 year after birth/ death.

With the written Order issued by the District  Registrar of Birth & Death along-with late fee Rs.5/- 

d.

Registration  After One year

With the written Order issued by the 1st class magistrate with fee of Rs. 10/- 

e.

Issue of Birth & Death Certificate

With in one hours.



6. Marriage Registration

a.

Registration from 1 to 90 days after Marriage

10 AM to 5 PM on any working days

b.

Registration from 3 Months  to One year Marriage 

With the written Order issued by the District  Registrar of Marriage with fee  `50/-

c.

Registration  After One year

With the written Order issued by the 1st class magistrate with fee of `50/-

d.

Issue of Marriage Certificate

With in one hours.



7. Building Plans

a.

Availability of application Forms

On working day between 11.00 AM to 4.00PM @ `200/-

b.

Submission of Building Plan

On working day between 11.00 AM to 4.00PM

c.

Deposit of Fee/ other charges

On working day between 11.00 AM to 4.00PM @ `5/- per Square meter

d.

Communication of deficiencies

Within 30 days

f.

Final disposal of building plan, if complete in all respect.

With in  60 days (Two Months)



8. Street Light Complaints
a. Street Light Complaint On working day between 11.00 AM to 5.00PM
b. Removal of Complaint With in 7 days or as per the availability of HPSEB staff.


9. Issue of No Objection Certificate for Water, Sewerage and Electrical Connection:

a.

Acceptance of Application

On working days between 10.00 AM to 5.00 PM

b.

Site inspection

 Within 3 days

c.

Intimation to applicant in case of deficiency found during site visit.

Within two days after the site visit

d.

Issue of NOC to the Applicant

 Within three days after removal of deficiency.

10. Taxes :
  • Municipal Council is charging House Tax @ 12.5% of annual ratable value of all the lands and building in the Municipal area.
  • Annual ratable value is determined and finalized after service of proposed assessment notice to the individual/owners/occupiers.
  • Every objection against assessment or amendment of assessment is heard after affording reasonable opportunities of being heard.
1. Issue of House Tax Bill Annually
2. Deposit of Bill Within 15 days from the date of issue
3. Mode of Payment Cash or by cheque between 10.00AM to 4.00PM on any working day
11. BPL Certificate :
1. Acceptance of Application on plain paper On working days between 10.00 AM to 5.00 PM
2. Issue of BPL Certificate Within 7 days.
12. Rent Billing :
1. Deposit of Rent Within 7 days from the date of issue of bill
2. Mode of Payment Cash or by cheque between 10.00AM to 4.00PM on any working day
13. Food and Non-food licenses :
Issued by the Health & Family Welfare Department.
14. Rashan Card :
1. Availability of application Forms On working day between 11.00 AM to 4.00PM
2. Submission of Application form On working day between 11.00 AM to 4.00PM
3. Preparation of Rashan Card Within 15days
15. Miscellanies Complaints :
Attended with 24 hours.
Services to the State Government :
The Municipal Council is an executing agency of the town and as such, it acts as a link between the inhabitants of town and Government. It implements administrative policies of the government in conformity with various laws, rules and regulations.
